Dhauli Gangrape: Govt Vows Fast-Track Justice As Hunt for Fugitives Continues

Women's Commission visits crime scene and demands exemplary action

In a shocking incident that has sparked widespread outrage, a 17-year-old minor girl was allegedly gang-raped near the Daya riverbank in the Dhauli area on the outskirts of Odisha’s capital on December 10. The victim was returning with her male friend after visiting the historic Dhauli site when a group of miscreants intercepted them.

According to police reports, the accused initially stopped the couple’s bike, demanded money, and assaulted the male friend when refused. They allegedly robbed the duo of valuables, including a gold chain and cash, before tying up the boy and gang-raping the girl in his presence at a secluded spot by the river. The perpetrators reportedly recorded a video of the assault and threatened the victims to remain silent.

The victim’s family first lodged a complaint for robbery at Dhauli police station on December 11. Later, upon revealing the sexual assault, a gang-rape case was registered. Commissionerate Police have arrested two accused—Bibhu Prasad Mishra (32) from Banki in Cuttack district and Kalandi Patra (31) from Olatpur area—and formed special teams to nab the remaining fugitives, believed to be 1-2 more. A scientific team has collected evidence from the spot, and the victim’s statement has been recorded in court.

The Odisha State Commission for Women and Child Development took suo motu cognisance, with members visiting the police station and crime scene. They met the victim for counselling and directed a swift investigation. Commission member Urmila Mohapatra described the incident as grave, stressing the need for exemplary punishment, increased patrolling, and public awareness. She added that girls should avoid isolated places at night.

Law Minister Prithiviraj Harichandan assured that the government is treating the case seriously, with appropriate action underway. He mentioned considering fast-track courts for women’s cases to ensure quick justice.

The incident has triggered political reactions, highlighting concerns over women’s safety in the state capital.
