Centre Explores Fresh Delimitation Exercise Before 2029 Lok Sabha Elections

The Central government has begun efforts to build political consensus for a fresh delimitation exercise, with plans to potentially introduce a new legislation and complete the process ahead of the 2029 Lok Sabha elections, according to government sources.


The proposed exercise could result in the most significant redrawing of parliamentary constituencies in several decades and is expected to reignite a long-standing debate over political representation among states.

Government Holds Consultations with Regional Parties

Sources indicated that the Centre has initiated discussions with several regional political parties and key stakeholders across the political spectrum before moving forward with any legislative proposal.

Among the parties consulted are the Dravida Munnetra Kazhagam (DMK) and the Trinamool Congress (TMC). Discussions are also reportedly underway with other regional political groups to gather feedback and address concerns related to the proposed exercise.

Why Delimitation Matters

India’s current allocation of Lok Sabha seats is based on population figures that were frozen after the 1971 Census. The Lok Sabha presently consists of 543 elected members, and any future delimitation exercise could significantly alter the distribution of parliamentary seats among states.

The issue remains politically sensitive because states that successfully controlled population growth over the decades fear they may lose relative representation if seat allocation is based solely on updated population figures.

Centre Looking for a Balanced Formula

Government sources said the Centre is aware of concerns raised by several states regarding population control and representation. Officials are reportedly working on a framework that balances the principle of fair representation while addressing apprehensions about potential disadvantages for states that implemented effective population management policies.

According to sources, the government believes a consensus-driven approach will be essential to ensure that delimitation does not become a politically divisive issue. Ongoing discussions are therefore focused on finding solutions that can receive broad acceptance across party lines.

Positive Response from Stakeholders

Sources familiar with the consultations said initial discussions with regional parties have been constructive. The government is reportedly aiming to finalize a broad framework before proceeding with legislation related to the exercise.

Once consultations conclude and wider agreement is achieved, the Centre is expected to take the next steps toward introducing a delimitation bill.

Major Political Exercise Before 2029 Polls

The renewed push for delimitation is expected to become one of the most consequential constitutional and political exercises before the next general election. The outcome could have far-reaching implications for parliamentary representation, the balance between states in India’s federal structure, and the country’s future electoral map.

Political observers note that any changes resulting from delimitation will likely influence electoral strategies, regional representation, and governance dynamics in the years leading up to and beyond the 2029 Lok Sabha elections.
