Cabinet Approves Rs 23,731 Cr GOBARdhan Scheme to Boost Clean Energy

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved GOBARdhan, India’s National Circular Bioenergy Scheme, with an outlay of Rs 23,731 crore.


The landmark initiative aims to convert the nation’s organic wealth into clean energy, rural prosperity, and economic growth.

Implemented by the Ministry of Petroleum and Natural Gas from FY 2026‑27 to FY 2035‑36, the scheme will establish Compressed Biogas (CBG) as a major pillar of India’s future energy mix. It promises assured offtake, stable pricing, capital assistance, pipeline connectivity, and credit support to accelerate CBG production nearly ten‑fold.

Under GOBARdhan, India’s agricultural residue, cattle dung, press mud, and municipal organic waste will be transformed into clean fuel and organic manure, creating new income streams for farmers and rural entrepreneurs.

The scheme’s six growth engines include:

  • Assured CBG Offtake through City Gas Distribution networks.
  • Stable Pricing Framework at Rs 2,110 per MMBTU for long‑term revenue certainty.
  • Capital Assistance up to Rs 2 crore per TPD of installed capacity.
  • Pipeline Infrastructure Development to connect CBG plants nationwide.
  • Credit Guarantee Support for MSMEs and women entrepreneurs.
  • CBG Ecosystem Challenge Fund to strengthen district‑level implementation.

The initiative builds on the foundation of SATAT, MDA, BAM, and National Bioenergy Programme, which have already enabled over 200 CBG plants.

GOBARdhan embodies the vision that “India’s waste will fuel India’s growth”, driving energy security, private investment, and sustainable rural livelihoods under Atmanirbhar Bharat and Viksit Bharat.
