The Government of Odisha has promoted 14 senior officers from the Odisha Administrative Service (OAS) to the Indian Administrative Service (IAS), following the Government of India’s Department of Personnel and Training (DoP&T) notification dated September 3, 2026.
According to the notification issued by the General Administration & Public Grievance Department, several officers have been appointed as Joint Secretaries in their respective departments.
In the Panchayati Raj & Drinking Water Department, Surya Narayan Dash, Soudamini Sethi, and Subhra Mohanty—all previously serving as Special Secretaries—have been elevated to Joint Secretaries.
In the Forest, Environment and Climate Change Department, Jyotirmayee Pradhan and Babita Mohanty have been appointed Joint Secretaries.
Madhumita Nayak, IAS (SCS), has been posted as Joint Secretary in the Labour & ESI Department, while continuing her additional charge as Director, Employee State Insurance (ESI), Bhubaneswar.
Other appointments include:
- Anuj Kumar Das Pattanaik as Joint Secretary, Planning & Convergence Department
- Jyoti Ranjan Mishra as Joint Secretary, Industries Department
- Himansu Sekhar Behera as Joint Secretary, Home Department
- Sanghamitra Satapathy as Joint Secretary, Rural Development Department
Meanwhile, several newly inducted IAS officers have been allowed to continue in their existing posts, including Sumita Sarkar (Settlement & Consolidation, Kataka), Balamakunda Bhuyan (Elementary Education, Bhubaneswar), Madhumita Nayak (Settlement & Consolidation, Kendujhar), and Surendra Kumar Panda (Chief General Manager, IDCO, Bhubaneswar).
