Odisha Govt Cuts PUCC Fine to Rs 6,000: New Penalty Rules Announced

The Odisha Government has announced a reduction in the Pollution Under Control Certificate (PUCC) penalty, bringing the maximum fine down from Rs 10,000 to Rs 6,000.


The decision, announced by Commerce and Transport Minister Bibhuti Bhushan Jena, reflects the state’s commitment to a balanced and citizen‑centric approach in enforcing the Motor Vehicles Act.

The Minister stated that the government had received widespread feedback from motorists, associations, and media regarding the high penalty amount fixed in 2019. Responding to public concerns, the government revised the fine structure to make compliance easier while maintaining accountability.

Under the new notification, the fines are as follows:

  • Motorcycles and three‑wheelers: Rs 1,000 for the first offence, Rs 2,000 for subsequent offences.
  • Motor cabs, cars, jeeps, tractors, and trailers: Rs 2,000 for the first offence, Rs 5,000 for subsequent offences.
  • Other vehicles: Rs 3,000 for the first offence, Rs 6,000 for subsequent offences.

The Minister emphasised that while the fines have been reduced, enforcement will remain strict for those deliberately violating pollution and insurance norms. He directed officials to intensify checks and ensure all vehicles maintain valid PUCC and insurance documents.

He also reminded that vehicles with unpaid e‑challans exceeding 90 days will not be eligible for PUCC renewal, reinforcing the government’s focus on road safety and environmental responsibility.

“This government belongs to the people,” Jena said. “We have listened to citizens’ concerns and acted responsibly. Compliance with road safety and pollution norms is not optional—it’s essential for everyone’s well‑being.”
