Chief Minister Mohan Charan Majhi today chaired the state-level DGP–IGP conference at the Police Headquarters, reviewing Odisha’s law and order, internal security, cyber safety, and future policing strategies.

The Chief Minister presented a 10-point guidance blueprint for “smart policing,” stressing zero tolerance against crime and corruption, citizen-friendly policing, and technology-driven investigations. He assured full government support in terms of resources, funding, and administrative cooperation to implement reforms effectively.

Among the key directives were:

  • Zero tolerance policy against organised crime and anti-social activities.
  • Raising conviction rates in crimes against women from the current 40% to at least 75%.
  • Achieving a drug-free Odisha by 2029, targeting syndicates and financial networks behind the narcotics trade.
  • Strengthening coastal and maritime security across the 575 km coastline with drones, interceptor boats, and ATVs.
  • Expanding cybersecurity measures, monitoring the dark web, and enhancing digital surveillance.
  • Modernising police stations with a dedicated Rs 50 crore investigation fund and advanced equipment.
  • Promoting sensitive and empathetic policing, ensuring victims are treated with dignity.
  • Eliminating forced donations and extortion practices during festivals.
  • Reinforcing intelligence networks through NATGRID and CCTNS.
  • Ensuring a corruption-free, committed police force.

Majhi emphasised that police behaviour must inspire confidence among citizens: “Criminals should fear the police, not innocent citizens.” He highlighted the government’s commitment to professional, technology-based investigations to improve conviction rates and public trust.

The CM also praised Odisha Police for achieving Naxal-free status, successful management of the Rath Yatra, and receiving the prestigious President’s Colour Award. He urged officers to uphold the motto “We Serve and Protect” and contribute to building a Safe, Strong, and Prosperous Odisha.

Senior officials, including Chief Secretary Anu Garg, Interim DGP Vinaytosh Mishra, and other top police officers, attended the conference. DGP Mishra assured intensified campaigns against narcotics, stronger cybersecurity measures, and enhanced patrolling in sensitive areas.
