Odisha Increases Resettlement & Rehabilitation Grants for Displaced Families

Odisha revises R&R packages under 2006 policy for better support to project-affected families

In a significant relief measure for families uprooted by industrial and mining projects, the Odisha government has revised the financial assistance under its resettlement and rehabilitation policy.


The Revenue and Disaster Management Department has issued a fresh resolution increasing the one-time packages and other benefits, effective from 1 April 2026 to 31 March 2028.

The revision marks the tenth biennial update of the monetary grants under Clause 13 of the Odisha Resettlement and Rehabilitation Policy, 2006. Officials said the enhanced amounts aim to better support families forced to leave their homes and land for development projects.

Under the revised norms, assistance for self-relocation (settling outside designated resettlement colonies) rises from ₹1,13,128 to ₹1,16,550. House construction support increases from ₹3,39,383 to ₹3,49,650.

For industrial projects, the one-time financial assistance in lieu of employment now stands at:

  • Category (i): ₹11,65,500 (earlier ₹11,31,277)
  • Category (ii): ₹6,99,300 (earlier ₹6,78,766)
  • Category (iii): ₹4,66,200 (earlier ₹4,52,511)
  • Categories (iv) and (v): ₹2,33,100 (earlier ₹2,26,255)

Similar enhancements apply to mining projects, with Category (i) also raised to ₹11,65,500 and Categories (iv), (v) and (vi) to ₹2,33,100.

Support for agricultural land has been revised to ₹1,16,550 per acre of irrigated land. Monthly maintenance allowance goes up from ₹4,525 to ₹4,662, temporary shed or shelter assistance from ₹22,626 to ₹23,310, and transport allowance from ₹4,525 to ₹4,662.

The resolution was issued by Principal Secretary Dr. Aravind Kumar Padhi. The department has directed that the revised rates be published in a special edition of the Odisha Gazette for public information.

The move is expected to provide greater financial security to thousands of families affected by ongoing and upcoming industrial and mining activities across the state.
