US Ambassador to India Sergio Gor on Wednesday described Jammu and Kashmir as an “important part of India” during his first visit to the Union Territory, while indicating that Washington could reconsider its travel advisory for the region.
Gor’s comments came during his visit to Srinagar, where discussions around tourism, security and the US-India relationship have taken centre stage. The remarks are significant given the long-standing sensitivity surrounding Jammu and Kashmir and its dispute between India and Pakistan.
The US State Department currently places most of Jammu and Kashmir, excluding eastern Ladakh and Leh, under a Level 4 “Do not travel” advisory. The warning cites risks linked to terrorism and civil unrest.
US envoy signals possible travel advisory review
During his Srinagar visit, Gor said the United States would reconsider its travel advisories for Jammu and Kashmir. The issue has been a major concern for the region’s tourism sector, which relies heavily on visitors from across India and abroad.
The existing US advisory warns American citizens against travelling to Jammu and Kashmir and specifically highlights places such as Srinagar, Gulmarg and Pahalgam because of potential security threats.
The possibility of a review could therefore be significant for tourism stakeholders in the region, particularly as authorities seek to project an improved security environment.
Gor’s remarks also came after former Jammu and Kashmir chief minister and Peoples Democratic Party president Mehbooba Mufti urged Washington to reconsider its highest-level warning.
“For Kashmir, where thousands of families depend on tourism, the travel advisory on Kashmir is more than a warning, it is a wall between Kashmir and the world,” Mufti said in a post on X.
‘J&K an important part of India’
Gor’s description of Jammu and Kashmir as an “important part of India” assumes particular significance because of the region’s politically sensitive status and India’s longstanding position on Kashmir.
The ambassador’s visit is being closely watched for indications of Washington’s evolving approach towards the region.
Gor is also scheduled to travel to Ladakh following his engagements in Kashmir. His visit marks one of the more significant recent engagements by a senior US official in Jammu and Kashmir.
Omar Abdullah: ‘Problems will be resolved by Centre’
Ahead of Gor’s visit, Jammu and Kashmir Chief Minister Omar Abdullah said he planned to discuss issues concerning the Union Territory with the US ambassador but would not use the meeting to complain about India.
“It is after a very long time that a US ambassador is visiting Jammu and Kashmir,” Abdullah said, according to PTI.
Abdullah stressed that the resolution to Jammu and Kashmir’s issues would have to come from India’s central government rather than Washington.
“The resolution to our issues will not come from Washington; the resolution to our problems lies with our central government,” he said.
He added that he did not consider it appropriate to raise complaints about India’s internal affairs with an ambassador from another country.
Why Sergio Gor’s J&K visit matters
Gor’s visit comes against the backdrop of efforts by India and the US to strengthen their strategic partnership, including cooperation on counter-terrorism, border security, narcotics control and law enforcement.
The visit also follows heightened regional tensions after the April 2025 Pahalgam terror attack and India’s subsequent Operation Sindoor.
As Gor travels from Kashmir to Ladakh, his comments on Jammu and Kashmir’s place within India and the possible review of the US travel advisory are likely to remain a key focus of attention.
