Odisha Assembly Adjourned Sine Die; Salary Hike Proposals Withdrawn, Teachers’ Reservation Bill Passed

The Odisha Legislative Assembly was adjourned sine die, marking an unexpected end to the budget session five working days ahead of schedule.


The Odisha Legislative Assembly concluded its budget session ahead of schedule, withdrawing controversial proposals to increase salaries and benefits for elected representatives while successfully passing a key education reform bill.

The session was adjourned sine die at 12:42 AM on Tuesday, five working days earlier than planned. The decision followed a consensus among members, citing limited pending legislative business.


Salary Hike Proposals Withdrawn Amid Public Backlash

In a key move, the Odisha government withdrew four amendment bills that proposed a three-fold increase in salaries, allowances, and pensions for MLAs, ministers, and other constitutional authorities.

The decision came following widespread public criticism and political consensus urging reconsideration. Parliamentary Affairs Minister Mukesh Mahaling formally introduced notices to withdraw the proposals, which were subsequently approved by the House.

The withdrawn bills aimed to revise compensation structures for legislators, including the Speaker, Deputy Speaker, and ministers.


Session Ends Earlier Than Scheduled

The Assembly session began on February 17 and was originally scheduled to continue until April 8. However, Chief Whip Saroj Kumar Pradhan proposed early adjournment citing limited legislative business remaining.

The House accepted the proposal, leading to the premature conclusion of the session.


Teachers’ Reservation Bill 2026 Passed

One of the most significant outcomes of the session was the passage of the Odisha State Public Universities (Reservation in Teachers’ Cadre) Bill, 2026.

The bill was approved after an extensive four-hour debate, despite opposition demands to refer it to a select committee for further scrutiny.

Higher Education Minister Suryabanshi Suraj advocated for immediate implementation, emphasizing the urgency of addressing representation in university teaching positions.


Political and Policy Implications

The withdrawal of the salary hike proposals reflects the government’s responsiveness to public sentiment, while the passage of the reservation bill signals a focus on social equity in higher education.

These developments are expected to have a lasting impact on Odisha’s political landscape and governance priorities.

The early adjournment of the Odisha Assembly session highlights a mix of caution and decisive action—balancing public accountability with legislative progress. While the rollback of salary hike proposals eased public concerns, the passage of the Teachers’ Reservation Bill underscores the state’s commitment to inclusive reforms.
