Khandagiri Mela 2026: BMC Show-Cause to Parking Lease Holder for Overcharging

BMC Cracks Down on Overcharging at Khandagiri Mela Amid Jatra Row and Spiritual Surge

The Bhubaneswar Municipal Corporation (BMC) has issued a show-cause notice to the lease holder managing parking facilities at the Khandagiri Mela following complaints of illegal overcharging.

Reports indicate that visitors were being charged nearly double—or more—the rates officially set by the BMC, sparking outrage among devotees and tourists attending the fair.

The allegations surfaced after multiple complaints highlighted the exploitation during the peak rush at this popular event, which draws thousands for its religious significance and Jatra shows. In response, the BMC has taken the matter seriously, directing the leaseholder to explain why they deviated from the prescribed fees. Failure to provide a satisfactory reply could lead to strict legal action, including potential cancellation of the lease.

BMC officials emphasised that such irregularities will not be tolerated, as they undermine public convenience and fairness. Revenue department sources stated that protecting citizens’ interests remains a priority, with tougher enforcement this year compared to previous instances. Locals and visitors have welcomed the swift action, hoping it prevents future misuse during the mela, which continues until February 7.

Jatra Controversy: Kinnar Community Threatens Protest Against Actor Kahna Swain

In a separate development stirring the Jatra world, the Kinnar (transgender) community has issued a strong ultimatum to prominent Odia Jatra artist Kahna Swain. Community leader Meera Parida has demanded a public apology from Swain for an alleged derogatory remark or portrayal targeting the community.

Parida warned that if Swain does not admit the mistake and seek forgiveness by evening, thousands of Kinnars would gather at the Khandagiri Mela grounds to prevent him from performing on stage. “We will not allow him to ascend the platform,” she asserted.

The exact nature of the controversial comment or act remains unclear, but it has deeply offended community members. With preparations for the 2026 Jatra shows in full swing across multiple pandals, this row could impact the cultural festivities. No response has been received from Swain’s side yet, and eyes are on whether reconciliation occurs to avoid protests.

Massive Crowds and Spiritual Vibrancy Define the Mela

Despite the controversies, the Khandagiri Magh Mela is witnessing overwhelming enthusiasm. Jatra lovers are thronging the grounds, with four troupes performing initially in dedicated pandals featuring powerful dialogues, dance, and music. Participating groups include Ashok Samrat, Konark Gananatya, Singhbahini, and Dhauli Gananatya, among others, with a total of seven troupes authorised this year.

On the spiritual front, the air resonates with Vedic chants and mantras as thousands of sadhus, Naga sannyasis, Vaishnavas, Gaudiyas, and members of Odisha’s Panchasakha traditions converge for homa yajnas and rituals. The mela’s sacred atmosphere echoes from Barabhuja to the hill base.

Robust Arrangements for Safety and Order

BMC has installed 100 CCTV cameras for real-time monitoring of activities, waste management, and security. The event is plastic-free, with strict enforcement. Police have deployed extensive forces, including traffic wardens (over 100), fire services, medical teams, and control rooms. Crowd control measures and barricading are in place to handle the massive influx.

As the Khandagiri Mela blends devotion, culture, and festivity, authorities continue to address challenges to ensure a smooth and respectful experience for all.
