Rs 12,200 Cr MoU Signed to Develop Inland Waterways in Odisha

The Inland Waterways Authority of India (IWAI), Government of Odisha, Paradip Port Authority (PPA), and Mahanadi Coalfields Limited (MCL) joined forces to operationalise the riverine corridors.

The ₹12,200 crore project will enable efficient coal and bulk cargo movement from Talcher coalfields to Paradip and Dhamra ports. Inland waterways will serve as the backbone of this transformation, reducing dependence on road and rail networks. The initiative aims to cut logistics costs and support eco-friendly transport.

IWAI will lead infrastructure development, including terminals, barrages, and navigation systems. The Odisha government will provide encumbrance-free land and administrative support. MCL will ensure cargo movement and first-mile connectivity, while PPA will facilitate cargo handling and promote modal shift.

The project will be executed through a Special Purpose Vehicle—Inland Waterways Consortium of Odisha Limited (IWCOL). Union Ministers Kiren Rijiju and Shantanu Thakur witnessed the signing, with Odisha’s Principal Secretary Usha Padhee representing the state.

This collaboration marks a strategic push toward sustainable logistics and industrial growth in eastern India. The waterways initiative aligns with the Viksit Bharat 2047 vision and promises employment generation and improved freight efficiency.
