Ceiling Collapse in BMC HQ Sparks Safety Concerns

A section of the false ceiling near the Mayor’s chamber at the Bhubaneswar Municipal Corporation (BMC) headquarters collapsed on Tuesday morning, raising serious concerns about the structural integrity and maintenance of the civic body’s flagship Smart City facility.


Fortunately, no injuries were reported, as the incident occurred in an unoccupied corridor of the BMC-ICOMC building in Satyanagar.

The collapse, which exposed wiring and structural elements, occurred just days after repair work had been completed. The temporary ceiling—installed merely two years ago to conceal central AC ducts—gave way unexpectedly, prompting calls for an immediate probe into construction quality and contractor accountability.

Visuals from the site showed scattered debris and broken gypsum boards, while eyewitnesses described the incident as sudden and alarming. “It’s shocking how a newly installed ceiling could fail so soon,” said a BMC staffer, requesting anonymity.

The BMC-ICOMC building, inaugurated in February 2023, was constructed at a cost of approximately Rs 67–73 crore and was intended to symbolise modern governance under the Smart City initiative. However, the incident has reignited public criticism over persistent infrastructure lapses, including non-functional lifts, poor sanitation in public toilets, and delayed garbage disposal.

In 2021, BMC officials were trapped in an elevator for over 40 minutes during a raid—an episode that highlighted broader reliability issues in civic infrastructure. Despite campaigns like the Clean Toilet Campaign, hygiene standards in public washrooms remain subpar, prompting the corporation to plan demolition and revamp of several facilities across 67 wards.

Mayor Sulochana Das has ordered an internal inquiry and assured strict action against contractors if negligence is proven. Opposition parties and citizen groups are demanding a third-party audit of the building, citing systemic neglect and mismanagement.

As Bhubaneswar continues its Smart City journey, the ceiling collapse serves as a stark reminder of the need for robust maintenance protocols and transparent accountability in public infrastructure.
