India Exports Toys to 153 Countries, Eyes Global Leadership with New Policy Push: Piyush Goyal

India’s toy industry has undergone a dramatic transformation—from being import-reliant to exporting to 153 countries—thanks to sustained government support and robust quality control measures.


At the 16th Toy Biz International B2B Expo 2025 in New Delhi, Union Commerce and Industry Minister Shri Piyush Goyal hailed this achievement as a defining moment in India’s journey toward self-reliance.

From Importer to Global Exporter

  • Shri Goyal emphasised that India’s toy industry has scaled new heights due to the implementation of the Quality Control Order (QCO), the strengthening of local manufacturing clusters, and sustained policy-level interventions.
  • “The QCO has transformed India into a quality-conscious nation, enabling our toy manufacturers to meet global standards,” he said.

🌍 Domestic Market as a Global Launchpad

With a population of over 1.4 billion, India provides a vast captive market that allows manufacturers to scale operations, reduce costs, and become globally competitive.

“Our domestic market not only fuels expansion but serves as a springboard for global growth,” Goyal noted.

🎨 Innovation, Design & Branding as Growth Catalysts

To compete on the global stage, Shri Goyal urged manufacturers to prioritise:

  • Product Innovation & Design
  • Attractive Packaging
  • Strong Branding Strategy

These elements, he stressed, are critical for capturing the attention of international buyers.

🌱 Boost for Startups & Clusters

  • The Pradhan Mantri Mudra Yojana has been extended to 20 years, offering collateral-free loans to startups with innovative toy concepts.
  • The Ministry of MSME has supported 18 toy manufacturing clusters to promote regional growth.

🚀 Upcoming Promotional Scheme on the Horizon

Goyal also announced that the government is planning to introduce a new promotional scheme to:

  • Enhance design and R&D capabilities
  • Support world-class packaging and manufacturing
  • Facilitate global brand building

🌐 Vocal for Local: A Global Mantra

Reflecting on India’s shift in consumer mindset, Goyal recalled initial scepticism surrounding Prime Minister Narendra Modi’s Vocal for Local vision. Today, he said, there is growing pride in home-grown products as the Atmanirbhar Bharat movement gains momentum.
