Cyprus–India Strategic Accord: A New Chapter in Diplomacy and Trade

In a landmark diplomatic engagement, Prime Minister Narendra Modi visited Cyprus from June 15–16, 2025, marking the first visit by an Indian Prime Minister in over two decades.


Welcomed by Cypriot President Nikos Christodoulides, the leaders issued a Joint Declaration on the Implementation of the Comprehensive Partnership, outlining shared commitments to global stability, trade, security, and multilateral cooperation.

Shared Global Commitments and Political Dialogue

Reaffirming a vision for a rules-based international order, both nations underscored their dedication to peace, democracy, and sovereignty, with Cyprus reiterating its support for India’s bid for a permanent seat in the United Nations Security Council. The leaders also vowed to advance cooperation through regular political dialogue and structured bilateral mechanisms to enhance diplomatic efficiency.

Security and Counterterrorism Efforts

Cyprus pledged unwavering support to India in its fight against cross-border terrorism, strongly condemning the recent terrorist attacks in Jammu & Kashmir. Both nations emphasised a zero-tolerance approach to terrorism, urging global actors to disrupt financing channels and dismantle terrorist infrastructure.

Trade, Connectivity, and Economic Growth

Viewing the India–Middle East–Europe Economic Corridor (IMEC) as a transformative initiative, Cyprus and India committed to enhancing economic connectivity. Leaders discussed expanding trade, boosting investments, and fostering collaborations in science, technology, and sustainability to fuel long-term economic growth.

Cultural and People-to-People Exchange

Recognising people-to-people connections as a strategic asset, Cyprus and India pledged to finalise a Mobility Pilot Program Arrangement by the end of 2025, aiming to facilitate travel, education, and workforce mobility between the two nations.

Looking Ahead: The 2025-2029 Action Plan

The declaration sets the stage for an ambitious 2025-2029 Action Plan, outlining clear frameworks for bilateral cooperation. Both nations expressed optimism that their partnership would continue to flourish, promoting peace and prosperity regionally and globally.
