Odisha Observes National Civil Services Day 2025 with Renewed Commitment to Governance

State leaders emphasize civil service officers' pivotal role in realizing Viksit Odisha-2036

Odisha celebrated National Civil Services Day 2025 with a grand event at the Convention Centre, Lokseva Bhawan, organised by the Centre for Modernising Government Initiatives (CMGI) under the Department of General Administration and Public Grievances.


The event, attended by esteemed dignitaries and officers from both the Central and State Governments, underscored the vital role civil servants play in shaping a prosperous Odisha.

Addressing the officers via video message, Chief Minister Mohan Charan Majhi highlighted the foundational significance of civil service officers in governance, recalling Sardar Vallabhbhai Patel’s reference to them as the “Steel Frame of India.” He emphasised the importance of fulfilling key developmental goals in public welfare, including providing housing, electricity, drinking water, and road connectivity within a structured timeline.

“Our government is a People’s Government, and a responsive government,” said the Chief Minister, stressing that officers must strive to resolve public grievances at the grassroots level. He commended their dedication and expressed confidence that through collaborative efforts between the administrative and political leadership, Viksit Odisha-2036 would be successfully realised.

During the event, Chief Secretary Manoj Ahuja delivered an insightful speech on “Developing a Growth Mindset in Civil Services for Improving Governance.” He urged officers to continuously refine their skills, understand administrative complexities, and serve the people efficiently. He affirmed that the trust placed in civil servants plays a crucial role in implementing the vision of Viksit Odisha within the broader national framework of Viksit Bharat 2047.

Several senior officials contributed their thoughts, reinforcing the importance of governance, technology, and law enforcement in administrative success. Development Commissioner and Additional Chief Secretary Anu Garg emphasised teamwork, efficiency, and a positive mindset for goal achievement. Director General of Police Y.B. Khurania highlighted how technological integration has revolutionised law enforcement in Odisha, making it a model for other states.

The event concluded with reflections from civil service officers across various departments, sharing insights on their role in advancing the state’s developmental aspirations. Smita Rout, State Project Director, Odisha Adarsha Vidyalaya, extended a vote of thanks to all attendees for their commitment and participation.
