Odisha Launches Commercial Layer Farming Scheme on World Egg Day 2026

On the occasion of World Egg Day 2026, the Fisheries and Animal Resources Development Department of Odisha hosted a landmark event at the Veterinary Training Institute in Bhubaneswar, unveiling a major initiative aimed at revolutionising the state’s poultry sector.


Minister for Fisheries and Animal Resources Development, Gokulananda Mallik, officially launched the ‘Commercial Layer Farming Scheme (CLFY)’. Aligning with the Odisha Vision-2036, the state has set an ambitious target to achieve an annual production of 1,000 crore eggs by the year 2036. Minister Mallik emphasised that the newly launched scheme will serve as a cornerstone in reaching this goal.

Driving Entrepreneurship and Modern Automation

Elaborating on the project, Minister Mallik highlighted that the scheme aims to meet the growing domestic demand for eggs while actively promoting entrepreneurship in poultry farming.

Under the CLFY scheme:

  • Financial subsidies will be provided to set up modern, fully automated commercial layer and pullet farms with a capacity exceeding 25,000 birds.

  • Entrepreneurs can avail a maximum financial assistance of up to Rs 10 crore.

  • To ease interest burdens on bank loans, advance subsidies will be disbursed through dedicated ‘Mirror Accounts’.

Current Status and Multi-Tier Financial Support

Presently, Odisha produces approximately 1.12 crore eggs daily. This yield is powered by 189 commercial and semi-commercial layer farms, alongside backyard poultry operations across the state. The Odisha government continues to support poultry rearing at all scales:

  • Backyard Poultry: Under the Pranisampad Samridhi Yojana (2026–27 fiscal year), 43,000 beneficiaries receive 100% financial assistance for backyard poultry.

  • Duck Farming: Financial aid of up to Rs 2,64,000 is provided.

  • Semi-Commercial Farms: For farms housing between 1,000 and 4,000 layer birds, the state offers 50% to 60% subsidies (up to a maximum of Rs 19,74,000).

  • Large-Scale Farms: Under the Mukhyamantri Krushi Udyog Yojana, support of up to Rs 1 crore was previously provided, which has now been expanded to up to Rs 10 crore for automated units over 25,000-bird capacity under CLFY.

Over the past two and a half years, the state has disbursed nearly Rs 512 crore in financial assistance to broiler and layer farmers, significantly strengthening the local meat and egg supply chain.

Bridging the National Consumption Gap

Odisha’s current per capita egg availability stands at 87 eggs per year, compared to the national average of 106.

“We aim to match the all-India per capita average by 2029 and eventually position Odisha among the top 5 egg-producing states in the country,” stated Minister Mallik.

Commissioner-cum-Secretary of the Fisheries & ARD Department, Prem Chandra Chaudhary, also addressed the gathering, reaffirming the state’s commitment to steering Odisha toward complete self-reliance in egg production.

The event witnessed active participation from poultry farmers, young entrepreneurs, senior departmental officials, and representatives from media organisations across Odisha.
