Bhubaneswar Gears Up for Expansion: Key Takeaways from BDA’s 150th Meeting

BDA’s 150th Authority Meeting Sets Stage for Urban Expansion and Infrastructure Growth

The Bhubaneswar Development Authority (BDA) convened its milestone 150th Authority Meeting today, marking a significant push toward urban expansion and infrastructure enhancement.


Chaired by Dr. Krushna Chandra Mahapatra, Minister for Housing & Urban Development and Public Enterprises and BDA Chairman, the meeting laid out key initiatives to accommodate Bhubaneswar’s growing urban landscape.

A key highlight was the approval of 143 new revenue villages, expanding BDA’s jurisdiction from 569 to 712 villages. This expansion aligns with BDA’s strategic urban planning efforts aimed at fostering systematic growth, improving regional connectivity, and addressing rapid urbanization challenges.

Boost to Infrastructure and Housing

To support development, BDA finalized a budget estimate of ₹1,536.08 crore for 2025-26. Among its most ambitious projects is the land monetization initiative, identifying strategic land patches for auction to generate revenue.

Additionally, BDA has approved new housing projects at Chandrasekharpur, Jagasara, and Sanapalla, ensuring affordable residential options within planned urban spaces. The Authority also plans to develop commercial hubs in Patia, strengthening the city’s business ecosystem.

Major Road Development Plans

In a bid to enhance connectivity, BDA is set to develop 24 Comprehensive Development Plan (CDP) roads across Bhubaneswar. These include key approach roads, such as:

  • New Bhubaneswar Railway Station from Jaydev Vihar to Nandankanan Road
  • Nuagaon-Kateni Road to TP Scheme No. 08 and the proposed New City
  • Chandaka-Khandagiri Road to Pitapalli-Baranga Road

These projects aim to ease congestion, improve accessibility, and support the expanding urban framework.

Transforming Public Spaces

The Authority has also greenlit the Bhubaneswar Town Centre (BTC) at Master Canteen and BDA City Centre (Nicco Park), reinforcing Bhubaneswar’s ambition to become a modern urban hub.

Following the Authority’s approval, proposals will be submitted to the State Government under Section 3 of the Odisha Development Authorities Act, 1982, setting the stage for phased implementation.

With bold plans for urban expansion, housing, infrastructure, and commercial development, the 150th BDA Authority Meeting underscores Bhubaneswar’s commitment to sustainable urbanization. These initiatives are poised to enhance the city’s livability, economic growth, and connectivity for years to come.

The 150th Authority Meeting was also attended by Babu Singh, MLA, Ekamra, Smt Sulochana Das, Mayor, Bhubaneswar Municipal Corporation, Ananta Behera, Chairman, Jatni Municipality, Smt Kanak Laxmi Mohanty, Chairman, Khrodha Municipality, Smt Usha Padhi, Principal Secretary to Govt, H&UD Department, Dr. N. Thirumala Naik, Vice Chairman BDA, Manas Ranjan Padhi, Secretary BDA and other senior officials of BDA.
