The Government of Odisha has suspended three engineers from the Department of Water Resources for alleged gross misconduct and dereliction of duty in the execution of a canal project in Bargarh.
The officials—Superintending Engineer Madan Mohan Sethy, Assistant Executive Engineer Raj Kumar Mishra, and Assistant Engineer Ranjan Patel—faced disciplinary proceedings linked to the “construction of box conduit over Bargarh distributary from RD 3561m to 5473m” under the Canal Division, Bargarh.
The suspension order, issued on June 8, 2026, invoked Sub-Rule (1) of Rule-12 of the Odisha Civil Services (Classification, Control & Appeal) Rules, 1962. The department cited serious lapses in project execution and directed immediate suspension of the three engineers until further notice.
During the suspension period, Sethy’s headquarters will remain at the Office of the Engineer-in-Chief, Water Resources, Odisha, Bhubaneswar. Mishra and Patel will report to the Chief Engineer and Basin Manager, Mahanadi Basin, Burla. The order strictly prohibits them from leaving their assigned headquarters without prior permission from the competent authority.
The officials will receive subsistence allowance as per Rule-90 of the Odisha Service Code. The disciplinary action underscores the state’s commitment to accountability and transparency in public works.
