The Government of Odisha has appointed Somesh Kumar Upadhyay, IAS (RR‑2017) as the Collector and District Magistrate of Bhadrak, following the retirement of Dilip Routrai, IAS (SCS‑2011) from government service on July 31, 2026.
According to an official notification issued by the General Administration & Public Grievance Department, Upadhyay, who currently serves as Director, Textiles & Handloom, Odisha, will assume charge as Bhadrak Collector with effect from August 1, 2026.
The appointment was made under the powers conferred by Section 14(1) of the Bharatiya Nagarik Suraksha Sanhita, 2023, and was formally approved by the Governor of Odisha. The notification was signed by Debasis Singh, Additional Secretary to the Government, on July 30, 2026.
