Senior IAS Officer Chithra Arumugam Elevated as Additional Chief Secretary

The Government of Odisha promoted senior IAS officer Smt. Chithra Arumugam (RR-1995) to the Apex Grade, Level-17 of the Pay Matrix, under the IAS (Pay) Rules, 2016.


The notification, issued by the General Administration & Public Grievance Department on November 25, 2025, confirmed her elevation to one of the highest ranks in the Indian Administrative Service.

On promotion, Arumugam assumed the rank of Additional Chief Secretary. Moreover, she will continue in her current posting until further orders. The Apex Grade represents the top tier of IAS service, reserved for officers with distinguished careers and significant contributions to governance.

Arumugam’s promotion highlights her long-standing service and leadership within the Odisha administration. Furthermore, as an officer of the 1995 batch, she has held several key positions across departments. She consistently contributed to policy implementation and administrative reforms, strengthening governance at multiple levels.

In addition, her elevation underscores the government’s recognition of experienced officers who have demonstrated commitment and excellence. Consequently, her appointment strengthens the senior leadership team in Odisha, ensuring continuity and stability in administration.
