The Odisha Government has granted full remission of stamp duty on hypothecation agreements executed for all three tranches of loans sanctioned under the PM SVANidhi (Pradhan Mantri Street Vendors’ AtmaNirbhar Nidhi) Scheme.
The Revenue and Disaster Management Department issued the order on June 16, 2026, under the powers conferred by Section 9 of the Indian Stamp Act, 1899. The directive aims to ease financial burdens on street vendors availing loans under the central scheme.
Dr Arabinda Kumar Padhee, Additional Chief Secretary to the Government, signed the order on behalf of the Governor. The notification specifies that the remission applies fully to documents related to loans sanctioned under the PM SVANidhi Scheme.
Officials stated that the move will encourage more street vendors to access formal credit without worrying about additional stamp duty costs. The decision aligns with the state’s commitment to promote self-reliance and financial inclusion among small traders and vendors.
The PM SVANidhi Scheme provides affordable working capital loans to street vendors to help them resume business activities post-pandemic. Odisha’s full stamp duty waiver strengthens the scheme’s implementation and supports thousands of beneficiaries across the state.
