Congress leader Rahul Gandhi on Thursday announced that his party would implement Article 244A of the Constitution if voted to power in Assam, promising enhanced autonomy for tribal regions.
Speaking at an election rally in Karbi Anglong, Gandhi emphasised decentralisation of power and local self-governance for tribal communities.
What is Article 244A?
Article 244A allows for the creation of an autonomous state within Assam, covering tribal areas listed under the Sixth Schedule of the Constitution.
It enables:
- Formation of a separate legislature or council of ministers
- Greater control over land, resources, and governance
- Strengthening of local decision-making
The Sixth Schedule currently provides for Autonomous District Councils (ADCs) in states like Assam, Meghalaya, Mizoram, and Tripura.
Criticism of BJP Governance
Rahul Gandhi accused the BJP-led governments at both the Centre and state levels of weakening the autonomy of tribal councils.
He alleged that:
- Decision-making powers are being centralised
- Tribal lands and resources are being diverted
- Industrial interests are being prioritised over local communities
He contrasted this with Congress’s approach, stating that governance should empower people at the grassroots level.
Sharp Attack on Himanta Biswa Sarma
Targeting Assam Chief Minister Himanta Biswa Sarma, Gandhi levelled serious allegations of corruption.
He claimed that:
- Large-scale land acquisitions have benefited select industrial groups
- Financial irregularities have taken place
- Strict action would be taken if Congress forms the government
Gandhi asserted that accountability would be enforced and corruption cases pursued.
Election Promises and Key Issues
Apart from tribal autonomy, Rahul Gandhi highlighted broader promises from the party’s manifesto, including:
- Protection of local identity and cultural diversity
- Justice in high-profile cases
- Safeguarding farmers’ interests in international trade agreements
He also criticised the Centre’s policies on trade and resource management, claiming they adversely impact local communities.
