Odisha H&UD Dept Records Five-Year High in Spending

The Housing & Urban Development (H&UD) Department of Odisha has achieved its highest development spending in five years, recording Rs 8575.61 crore as of March 31, 2026.


This marks a significant rise from Rs 6,996.92 crore in 2022–23, reflecting the state’s strong push toward urban transformation.

Under the leadership of Minister Dr Krushna Chandra Mahapatra and Additional Chief Secretary Smt. Usha Padhee, the Department emphasised outcome-driven governance and citizen-centric services. Rigorous monitoring and timely execution boosted financial efficiency, with utilisation rates climbing to 86.50% compared to 73.47% last year.

State Sector Schemes drove much of the growth, with expenditure rising to Rs 4,285.45 crore from Rs 2,676.15 crore in 2022–23. Utilisation reached 98.18%, underscoring improved project execution. Transfers to Urban Local Bodies also maintained near-total utilisation at 99.70% for the fourth consecutive year, amounting to Rs 1,489.51 crore.

Centrally Sponsored Schemes showed a strong recovery, with spending increasing to Rs 1144 crore from Rs 595.95 crore last year. This turnaround highlights renewed momentum in leveraging central partnerships for Odisha’s urban agenda.

Looking ahead, the Department has set a record budget estimate of Rs 10,726.87 crore for 2026–27, signalling plans to expand infrastructure and service delivery. With efficient financial management and high-impact spending, Odisha’s urban growth strategy remains firmly aligned with the vision of a Viksit Odisha.
