PM Modi Vows Crackdown on Exam Mafias as Anti-Paper Leak Bill Clears Parliament

Parliament has passed the much-anticipated Anti-Paper Leak Bill, a move hailed by Prime Minister Narendra Modi as a decisive step toward safeguarding the integrity of India’s examination system.


In a video message shared on Instagram, the Prime Minister declared that “paper leak gangs will not be spared,” underscoring the government’s resolve to dismantle entrenched networks that have plagued competitive exams for decades.

The legislation comes in response to mounting public outrage over repeated instances of exam paper leaks across states, which have jeopardised the futures of millions of students. Modi emphasised that the bill is not merely punitive but part of a broader reform agenda aimed at modernising the examination process. “We are introducing technology-driven safeguards, faster mechanisms, and stronger legal protections to ensure fairness,” he said.

The Prime Minister acknowledged that both central and state governments have struggled with this systemic challenge for years. By criminalising paper leaks and empowering authorities with stricter enforcement tools, the new law seeks to restore public trust in the education system.

Education experts have welcomed the bill, noting that it addresses a long-standing demand for accountability. Critics, however, caution that implementation will be key, as leak mafias often operate with deep-rooted connections. The government has assured that enforcement agencies will be equipped with advanced monitoring systems to detect and prevent malpractice.

Beyond punitive measures, the bill also signals a cultural shift in how examinations are perceived. Modi’s remarks highlighted the importance of protecting students’ hard work and aspirations, framing the legislation as a safeguard for India’s youth. “This is about securing the future of our children,” he said, adding that the government will continue to push for reforms that make exams more transparent and reliable.

The passage of the bill has sparked widespread discussion on social media, with students and parents expressing relief that the issue is finally being addressed at the highest level. Many see it as a turning point in India’s education policy, one that could pave the way for more comprehensive reforms in the years ahead.

As the law takes effect, attention will now turn to its enforcement and the government’s ability to dismantle entrenched leak networks. For millions of students preparing for competitive exams, the hope is that this legislation will mark the beginning of a new era—one where merit, not malpractice, determines success.
