On September 27, 2025, Prime Minister Narendra Modi will visit Jharsuguda, Odisha, to kickstart a transformative wave of development with projects worth over Rs.60,000 crore.

Revolutionizing Connectivity with Green Telecom
A cornerstone of this visit is the commissioning of over 97,500 4G mobile towers, built at a cost of Rs.37,000 crore using indigenous technology. Led by BSNL with over 92,600 sites, this includes 18,900 towers funded under the Digital Bharat Nidhi, connecting over 26,700 remote villages in border and left-wing extremism-affected areas. This monumental effort will bring digital access to more than 20 lakh new subscribers, creating India’s largest cluster of solar-powered, eco-friendly telecom sites. From remote hamlets to bustling towns, Odisha is set to embrace a digital revolution, fostering economic growth and inclusion.
Railways to Power Regional Growth
The Prime Minister will also bolster Odisha’s railway infrastructure, laying the foundation stone for a Rail Flyover at Sambalpur–Sarla and dedicating the doubling of the Koraput–Baiguda and Manabar–Koraput–Gorapur lines. These projects will enhance freight and passenger movement, fueling industries, trade, and connectivity across Odisha and neighboring states. Additionally, PM Modi will flag off the Amrit Bharat Express between Berhampur and Udhna (Surat), offering affordable, comfortable travel while boosting tourism and employment.
Elevating Education and Innovation
Education takes center stage as the Prime Minister lays the foundation stones for the expansion of eight IITs—Tirupati, Palakkad, Bhilai, Jammu, Dharwad, Jodhpur, Patna, and Indore—at a cost of Rs.11,000 crore. This expansion will create space for 10,000 new students over the next four years and establish state-of-the-art research parks to drive innovation. In Odisha, the MERITE scheme will enhance 275 state engineering and polytechnic institutions, fostering quality, equity, and research. Additionally, Wi-Fi facilities across 130 higher education institutions will provide free daily data to over 2.5 lakh students, empowering digital learning.
Skilling Odisha for the Future
The Odisha Skill Development Project Phase II will be launched, establishing World Skill Centres in Sambalpur and Berhampur to train youth in emerging sectors like AgriTech, Renewable Energy, Retail, Marine, and Hospitality. Five ITIs will be upgraded into Utkarsh ITIs, 25 ITIs will become Centres of Excellence, and a new Precision Engineering Building will offer advanced technical training, preparing Odisha’s youth for global opportunities.
Healthcare and Housing for All
Healthcare in Odisha will receive a major boost with the upgradation of MKCG Medical College in Berhampur and VIMSAR in Sambhalpur into world-class super-speciality hospitals. These facilities will feature enhanced bed capacity, trauma care, dental colleges, and maternal and child care services, ensuring comprehensive healthcare for Odisha’s residents. Additionally, under the Antyodaya Gruha Yojana, PM Modi will distribute sanction orders to 50,000 beneficiaries, providing pucca houses and financial aid to vulnerable families, including persons with disabilities, widows, and victims of natural calamities, reinforcing the government’s commitment to social welfare.
