The Odisha government has revised the financial powers of Urban Local Bodies (ULBs), enabling faster bill clearance and smoother project execution across the state.
The updated framework, effective immediately, applies to seven municipal corporations, municipalities, and Notified Area Councils (NACs).
Under the new arrangement, Municipal Commissioners can now sanction payments up to Rs 1 crore, while Executive Officers are authorised to clear bills up to Rs 20 lakh. Payments exceeding these limits will be handled by the respective Chairpersons, and Mayors have been empowered to approve bills above Rs 1 crore.
For Smart City projects, the Managing Directors have been granted complete authority to clear all categories of bills without any upper limit, ensuring quicker financial decisions for ongoing urban initiatives.
Officials said the move aims to streamline administrative processes, reduce delays, and strengthen urban governance across Odisha’s growing cities.
