The General Administration & Public Grievance Department of the Government of Odisha has released a significant notification today, announcing the transfer and posting of several senior officers from the Odisha Administrative Service (OAS).
According to the official notification (No. GAD-SER2-TP-0004-2026-11784/SCS and subsequent entries), the reshuffle involves key personnel across various departments, including the Odisha Uniformed Services Staff Selection Commission (OUSSSC), Odisha Staff Selection Commission (OSSC), and multiple district-level administrations.
Key Transfers and Postings:
- Manoranjan Mallick, OAS (SS), currently serving as C.D.I. & ex-officio Special Secretary to Government in the G.A. & P.G. Department, has been transferred and posted as Secretary, Odisha Uniformed Services Staff Selection Commission (OUSSSC), Bhubaneswar.
- Sibo Narayan Sahu, OAS (SS), Special Secretary to Government, Parliamentary Affairs Department, has been moved as C.D.I. & ex-officio Special Secretary to Government in the G.A. & P.G. Department.
- Rabinarayan Jethy, OAS (SAG), who was serving as Ex-CDO-cum-EO of Zilla Parishad, Jagatsinghpur, has now been posted as Additional Secretary in the Odisha Uniformed Services Staff Selection Commission (OUSSSC), Bhubaneswar.
- Kasturi Pradhan, OAS (S)**, Joint Secretary in the Odisha Staff Selection Commission (OSSC), Bhubaneswar, has been transferred and posted as Joint Secretary, OLA, Bhubaneswar.
- Gadadhar Patra, OAS Gr.A (SB)**, previously PA, ITDA, Phulbani, Kandhamal, has been appointed as Deputy Secretary in the Odisha Khadi and Village Industries Board, Bhubaneswar, on foreign service terms. He will continue to hold additional charge as Administrative Officer, OSIC, Bhubaneswar.
- Pranab Kumar Behera, OAS Gr.A (SB), Ex-Sub-Collector, Banki, Cuttack, has been posted as OSD, OCAC, Bhubaneswar.
- Siriyal Subhra Patel, OAS Gr.A (SB), Administrative Officer in the office of the CDM & PHO, Jagatsinghpur, has been transferred as Executive Officer, Balasore Municipality, on foreign service terms and conditions.
- Kshirabditanaya Sahoo, OAS Gr.A (SB), Ex-BDO, Khordha, has been posted as Additional EO, Zilla Parishad, Rayagada. Notably, her earlier posting as Sub-Collector, Rayagada, and another related posting of Shri Nilambar Mahananda as Additional EO, Zilla Parishad, Rayagada, have both been cancelled through this notification.
- Jyoti Prakash Sethy, OAS Gr.A (SB), OSD, OCAC, Bhubaneswar, has been transferred and posted as PA, ITDA, Udala.
- Narendra Khamari, OAS Gr.A (SB), PA, ITDA, Udala, Mayurbhanj, has been posted as Deputy Secretary, OSSC, Bhubaneswar.
- Nirlipta Mohanty, OAS Gr.A (SB), Executive Officer, Balasore Municipality, has been transferred and posted as Deputy Secretary, Odisha Uniformed Services Staff Selection Commission (OUSSSC), Bhubaneswar.
The notification, issued under the orders of the Governor and signed by Special Secretary to the Government Ghasiram Murmu, directs all controlling authorities to relieve the transferred officers within 7 days. Failing which, the officers will be deemed to have been centrally relieved with effect from 23.04.2026 (AN).
