Odisha Govt Transfers 9 Senior OAS Officers

The Government of Odisha’s General Administration and Public Grievance Department has issued a notification today, announcing the transfer and posting of several key officials across various departments.


The reshuffle, effective from September 3, 2025, aims to bolster administrative efficiency and governance across the state.

Gangadhar Nayak, OAS (SS), has been appointed as Director, Housing & Ex officio Special Secretary to the Government in the Housing & Urban Development (H&UD) Department. He will also serve as Managing Director (MD) of the Odisha Urban Housing Board (OUHB) and Odisha Rural Housing & Development Corporation (ORHDC) in Bhubaneswar.

Other notable transfers include Subhananda Mohapatra, OAS (SAG), posted as Director, Housing-cum-ex-officio Additional Secretary to the H&UD Department, and Rajani Kanta Swain, OAS (SAG), appointed as Secretary of the Odisha Subordinate Staff Selection Commission.

Bishnupriya Sahoo, OAS (SAG), has been transferred to the Co-operation Department, while Ashok Kumar Behuria, OAS (SAG), joins the GA & PG Department as Additional Secretary.

The notification also affects Gayatri Datta Nayak, OAS (S), who will now serve as Joint Secretary in the P.R. & D.W. Department after her tenure with the Orissa State Disaster Mitigation Authority (OSDMA). Additionally, Durjodhan Bhoi, OAS Gr-A (SB), and Chandrakanth Mallick, OAS Gr-A (SB), have been posted to Zilla Parishad, Kalahandi, and Odisha Computer Application Centre (OCAC), respectively.

Saroj Kumar Panda, OAS Gr-A (SB), Deputy Director, OBC Cell, has been placed at the disposal of the Water Resources Department for his next assignment at the Brutanga Irrigation Project, Daspalla, Nayagarh.

The Controlling Authorities have been directed to relieve the transferred officers within seven days, failing which they will be deemed centrally relieved.

This administrative reshuffle reflects the Odisha government’s commitment to optimising its workforce for better public service delivery.
