Odisha Govt Effects Strategic IAS Appointments; Chithra Arumugam Takes Helm at Gopabandhu Academy

The Government of Odisha on Saturday appointed two senior IAS cadres to additional roles and new positions within key departments.


Smt. Chithra Arumugam, IAS (RR-1995), currently serving as the Additional Chief Secretary to the Government, Labour & ESI Department, has been entrusted with additional responsibilities. She will continue her existing duties while also taking on the role of Additional Chief Secretary to the Government in the Science & Technology Department. Furthermore, effective from January 31, 2026, she has been appointed as the Director General of Training Coordination at the Gopabandhu Academy of Administration in Bhubaneswar.

This temporary additional charge comes in the wake of the superannuation of G. Mathivathanan, IAS, from government service. The order, issued by the General Administration & Public Grievance Department, emphasises that this arrangement will remain in place until further directives are provided.

In a parallel development, Saroj Kumar Sethi, IAS (SCS-2012), who is presently the Chief General Manager (Land) at the Industrial Development Corporation of Odisha (IDCO), has been promoted to the position of Additional Secretary to the Government in the Industries Department. He will retain his additional charge as CGM (Land) at IDCO, allowing for continued oversight in land-related matters crucial to industrial growth in the state.
