In a decisive administrative move, Odisha Chief Minister Mohan Charan Majhi has ordered the transfer of senior IPS officer Dayal Gangwar, Officer on Special Duty (OSD) in the Home Department, with immediate effect.
The decision comes in the wake of intense public scrutiny and allegations linking Gangwar, a 1998-batch officer, to the tragic mob-lynching of Government Railway Police (GRP) Constable Soumya Ranjan Swain on May 7 in Balianta, on the outskirts of Bhubaneswar.
Swain’s family has accused the senior officer of mentally and physically harassing the constable by allegedly forcing him to perform personal duties unrelated to his official role during Gangwar’s earlier tenure as ADG (Railway).
As the Crime Branch continues its probe and the National Human Rights Commission (NHRC) has recorded statements, all eyes remain on whether further action will follow.
CM Majhi’s government has signalled zero tolerance for any lapses that erode public confidence in the system. Justice for Soumya and systemic reforms could define the legacy of this sensitive case.
