In a story that captured national attention for all the wrong reasons, tragedy has given way to timely compassion in Odisha’s Keonjhar district.
Following the Chief Minister’s personal intervention, district authorities reached remote Dianali village on Tuesday to support the family of Jeetu Munda, the tribal man who, in desperation, carried his deceased sister’s remains to a rural bank branch to access her savings.
Munda had been allegedly trying for months to withdraw approximately Rs 19,400 from his late sister Kalra Munda’s account at the Odisha Grameen Bank’s Malliposi branch. Illiterate and unfamiliar with bureaucratic procedures, he allegedly faced repeated demands for a death certificate and other documents. In an extreme act of frustration after her death in January 2026, he exhumed her remains to “prove” her passing—highlighting deep gaps in rural awareness and banking sensitivity.
The shocking incident prompted immediate outrage and official scrutiny. The Chief Minister directed swift action to prevent further distress for vulnerable families. Within hours, a team of district officials arrived in Dianali village, turning a symbol of administrative failure into one of responsive governance. The District Administration, prioritizing humanity over red tape, acted swiftly under the spirit of Chief Minister’s ‘Lok Seva’ initiative.
Immediate Support Extended
Officials released Rs 30,000 as financial assistance to Munda from the District Red Cross Fund. The administration also fast-tracked critical paperwork, and assisted in the application for the Death Certificate and Legal Heir Certificate. The Medical Officer issued the Death Certificate in ‘Fast Track’ mode, acknowledging the family’s vulnerability.
In a particularly commendable move, the Tahsildar personally coordinated with bank authorities to ensure the release of Kalra Munda’s deposited amount. Shri Jitu Munda received the full sum of Rs 19,402 (Rs 19,300 principal plus interest) today, removing a major source of distress for the family.
Addressing Systemic Gaps
The District Administration acknowledged that the incident stemmed from a “lack of banking awareness” in the remote village. However, the administration made it clear this would not be overlooked.
“Protecting the rights, entitlements, and dignity of the public is the fundamental objective of the District Administration,” the note emphasized. Officials have now issued instructions to local administrative officers to be more sensitive and proactive in delivering government and banking services to people in far-flung areas.
A detailed inquiry is also underway to determine if any administrative negligence contributed to the situation. The public has been urged not to hesitate in reaching out directly to the District Administration or the Collector’s Grievance Cell during times of difficulty.
A Message of Assurance
The District Administration concluded its statement with a strong commitment: “Gaining public trust and delivering services to the last person in the queue is our highest priority.”
Villagers gathered as officials interacted with Munda’s elderly family members, handing over documents and cash amid emotional scenes. District officials continue to monitor the family’s needs and have invited Shri Jitu Munda to contact them for any further assistance.
Bank’s Clarification
IOB issued an official statement on X refuting claims that staff demanded the physical presence of the deceased. The bank said Munda visited the branch for the first time requesting a third-party withdrawal, which is not permitted without proper authorization. When he mentioned his sister’s death, the Branch Manager explained that settlement requires a death certificate and other documents.
IOB emphasized that there was “no case of any harassment” and that the intent was to protect the funds of a poor tribal woman. The bank said it is coordinating with local authorities to issue the death certificate and will process the claim on priority once documents are submitted.
