Odisha CM Highlights Two Years of Governance with Major Welfare Announcements

Majhi outlines achievements, reforms, and future roadmap for a prosperous Odisha

Chief Minister Mohan Charan Majhi marked the completion of two years of the BJP government in Odisha with a detailed address outlining major achievements and new initiatives.


He announced the immediate release of three months’ pending allowances under the Subhadra Yojana while criticising the previous BJD regime for 24 years of “neglect and failure.”
Addressing a press conference at Lok Seva Bhavan, Bhubaneswar, Majhi said the government has launched 121 new schemes and programmes in just two years, focusing on “people’s government under the ‘double engine’ model with the Narendra Modi-led Centre.“
The government remains committed to delivering benefits without disruption,” Majhi said, assuring that technical issues from the Centre causing delays in women’s allowance payments would be resolved swiftly with a one-time disbursement of three months’ benefits. 
Women’s Empowerment and Farmers’ Welfare Front and Centre:
The Chief Minister began his report card with women’s empowerment. He highlighted that over Rs 20,600 crore has been disbursed under the Subhadra Yojana, while more than 23.5 lakh women have become “Lakshpati Didis” through self-help groups. Over 4 lakh SHGs received subsidised bank loans worth Rs 38,795 crore. The government has also organised mass marriages for poor girls and launched the Kanya Sumangal Yojana.
On the agriculture front, Majhi announced the launch of the Mukhyamantri Annapurna Yojana, under which all NFSA and SFSS beneficiaries will receive an additional 5 kg of free rice per month (a total of 10 kg), benefiting 3.28 crore people at an annual cost of Rs 8,813 crore. The state has also achieved record paddy procurement of over 77 lakh metric tonnes in the Kharif season.
Major Push in Education, Health and Infrastructure:
In education, Majhi declared that the government would make education completely free from KG to PG, calling it a first-of-its-kind initiative in the country. The government has implemented the National Education Policy 2020, laid the foundations for 322 ideal primary schools under the Godabarish Mishra scheme, recruited over 26,000 teachers, and decided to open four new universities and 18 new government colleges.
In health, the Ayushman Bharat-Gopabandhu Jana Arogya Yojana has been revived, benefiting 3.46 crore people with cashless treatment. Several new medical colleges have started MBBS programmes, with more in the pipeline.
On infrastructure, the government has invested heavily in roads, bridges, and expressways. Majhi highlighted Rs 72,100 crore capital expenditure in the current budget — 6.5% of GSDP, the highest in the country. Major projects like the Atal Expressway, Namo Expressway, and Bhubaneswar road networks are underway.
Strong Pitch on Industry, Law & Order and Good Governance:
The state has attracted investment proposals worth Rs 20 lakh crore, with 433 projects worth Rs 8.69 lakh crore approved through single-window clearance. Over 2 lakh jobs have already been generated through projects where ground-breaking has taken place.
Asserting improvement in law and order, Majhi pointed out a sharp rise in conviction rates — from 6.7% to 62% in crimes against women — and declared Odisha Maoist-free. He also highlighted progress in revenue administration, disaster management, water resources, and sports infrastructure, including hosting major international athletics events in 2028.
Criticism of Previous Regime: 
Throughout the speech, Majhi repeatedly contrasted the BJP government’s performance with the previous 24-year BJD rule, accusing it of neglecting basic amenities like electricity, drinking water, and roads, failing farmers and women, and running the state through “whims and fancies” rather than institutional mechanisms.
He vowed to fulfil the vision of Samriddha Odisha by 2036 with the full support of the double-engine government.
The Chief Minister concluded by thanking the people of Odisha and seeking their continued support, ending with “Jai Jagannath.”Majhi later took questions from journalists, elaborating on various issues raised during the interaction.
