Odisha Cabinet Approves OSWAS 3.0 with TCS and Third Amendment to Semiconductor Policy

In a significant push towards digital governance and high-tech industrial growth, the 46th Cabinet meeting under Chief Minister Mohan Charan Majhi today approved 10 key proposals from six departments. Among the standout decisions were two major proposals from the Electronics & Information Technology (E&IT) Department that promise to reshape Odisha’s administrative efficiency and semiconductor ambitions.


The first approval clears the path for OSWAS 3.0 – the next-generation version of Odisha’s flagship e-governance platform. OSWAS has already transformed decision-making across the state by enabling timely, transparent, and paperless file processing right up to the Block and Tehsil levels. During 2025-26 alone, the system’s reach expanded dramatically, with the number of offices jumping by 638% and users by 247%.

With the previous contract of M/s TCS Ltd expiring, the government floated a fresh tender through the eNivida Portal. After receiving a single responsive bid and completing evaluation and negotiations as per OGFR guidelines, the Cabinet has now approved the acceptance of TCS’s offer of ₹1,22,60,25,436 (excluding taxes). The new platform will be built on a modern microservices architecture and powered by advanced Artificial Intelligence capabilities, ensuring greater scalability, security, interoperability, and effectiveness for the next five years of support.

The second landmark decision is the third amendment to the Odisha Semiconductor Manufacturing and Fabless Policy. Originally notified in September 2023 and earlier amended in March 2024 and July 2025, the policy has already attracted five approved projects, including two under the India Semiconductor Mission (ISM).

Responding to stakeholder feedback and national priorities under ISM 2.0, the latest amendment expands the scope of incentives to cover Semiconductor Equipment manufacturing, Semiconductor-grade Chemicals, Specialty Gases, Advanced Materials, and other critical supply-chain components – in addition to existing support for semiconductor manufacturing, ATMP/OSAT, display manufacturing, and fabless design.

Key highlights include:

  • Additional fiscal support of 25% of eligible capital expenditure for ISM-approved projects, disbursed on a pari passu basis with central assistance.
  • Provision for customized incentive packages for mega projects in equipment, input supply chain, and raw materials, subject to Cabinet approval on the recommendation of a High-Level Committee chaired by the Chief Secretary.

These measures are expected to generate substantial direct and indirect employment, boost skill development, nurture MSMEs, and help Odisha move from isolated projects to a fully integrated semiconductor ecosystem. The amendment aims to reduce import dependence in line with Atmanirbhar Bharat and position the state as a preferred destination for semiconductor manufacturing and innovation.
