The fifth session of the 17th Odisha Legislative Assembly, marking the winter session, is set to begin on November 27.
The assembly secretariat has released the detailed business schedule for this session, which will run until December 31 and consist of a total of 29 working days.
A significant highlight of this session is that President Droupadi Murmu will address the assembly on the opening day. This event marks the first time in Odisha’s legislative history that a President will deliver the inaugural speech, underscoring the session’s importance. Special preparations are underway to accommodate the presidential visit.
The session’s agenda will intensify on November 28, when the first supplementary budget for the 2025-26 financial year is presented. Discussions regarding additional expenditure estimates will take place over three days—December 4, 5, and 6. December 7 has been declared a holiday, allowing for the introduction of the Appropriation Bill on December 8.
In honour of the President’s visit, the assembly premises are being enhanced, including the renovation of the chamber where Murmu once served as a member of the Odisha Legislative Assembly and as Minister for Commerce and Transport from her constituency of Rairangpur. This will be President Murmu’s first visit to a state assembly since taking office, adding both personal and symbolic significance to the proceedings.
The session promises robust legislative activity, blending fiscal priorities with ceremonial importance, as lawmakers prepare for key debates and approvals in the coming weeks.
