In a major diplomatic and law enforcement breakthrough for Indian security agencies, Ravi Uppal, co-founder of the illegal Mahadev Online Book betting syndicate, has been arrested in Dubai.
The arrest on Wednesday, November 4, 2026, marks the second high-profile capture in the case within a week, following the extradition of his primary business partner and co-mastermind, Sourabh Chandrakar, from Oman by the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED).
Extradition Efforts & Diplomatic Coordination
While Indian agencies learned of Uppal’s capture through intelligence channels, official written communication from UAE authorities remains pending.
- Extradition Process: Indian authorities are working through formal diplomatic channels to expedite Uppal’s extradition from the UAE to stand trial alongside Chandrakar.
- Flight and Return: Uppal, who originally operated out of Dubai and obtained citizenship in Vanuatu alongside Chandrakar, had previously fled the UAE for Vanuatu before recently returning to Dubai, where local police detained him.
Role in Multi-Crore Money Laundering Operation
Investigative agencies estimate total illicit proceeds linked to Mahadev Online Book and its associated platforms at approximately ₹94,000 crore, with ₹4,000 crore to ₹5,000 crore directly remitted to the promoters:
- Hawala Operations: While Chandrakar led public promotion and platform operations, Uppal managed the central financial network out of Dubai, overseeing hawala transfers running into hundreds of crores and controlling regional operators in Nagpur.
- Political & Bureaucratic Links: ED investigations indicate Uppal served as the main liaison officer responsible for disbursing illegal protection money to politicians and senior bureaucrats in Chhattisgarh.
- Family Involvement: Agency reports indicate Uppal’s domestic hawala operations were managed locally by his siblings in India.
Indian enforcement authorities are also continuing efforts to locate and extradite additional syndicate co-accused, including Vikash Chhaparia, currently believed to be residing in Dubai.
