To enhance inter-governmental coordination and improve data quality across developmental metrics, Chief Secretary of Odisha Anu Garg chaired the inaugural State Level Coordination Committee (SLCC) meeting at the Lok Seva Bhawan on Wednesday, November 4, 2026.
The high-level meeting focused on establishing robust operational coordination between the Ministry of Statistics and Programme Implementation (MoSPI), Government of India, and various departments of the Government of Odisha to modernize the state’s statistical framework.
Institutional Framework for Data Governance
The SLCC serves as an apex institutional platform designed to align regional data collection with national benchmarks:
- Key Attendees: The meeting was attended by Development Commissioner-cum-Additional Chief Secretary Deoranjan Kumar Singh, departmental secretaries, the Deputy Director General (DDG) of MoSPI, and senior statistical officials.
- National Indicator Framework (NIF): The committee emphasized joint capacity building, methodological alignment, and strict implementation of national statistical standards to streamline tracking for Sustainable Development Goals (SDGs).
- Technical Modernization: The Director of Economics and Statistics presented key updates on National Sample Surveys (NSS), the Statistical Quality Assurance Framework (SQAF), and the rollout of Computer-Assisted Personal Interviewing (CAPI) for compiling Price Statistics and District-level Consumer Price Index (CPI) metrics.
Major Key Decisions Taken
Following detailed deliberations on Gross State Domestic Product (GSDP), District Domestic Product (DDP), and administrative data harmonisation, the committee finalized several strategic initiatives:
- Departmental Data Officers: All state departments will designate dedicated Data Officers to streamline statistical collection and administrative data sharing.
- Secretarial & District Integration: Statistical activities and survey progress will become a standing agenda item in all Secretaries’ meetings, with active involvement mandated for District Collectors.
- Consultative Stakeholder Workshops: The state will organize structured consultative workshops both prior to launching major statistical surveys and following the publication of survey reports to ensure data accuracy and public utility.
