The Economic Offences Wing (EOW) of Odisha Police has arrested another key accused in a massive fake government job scam operated under the name of a bogus organisation, Gramin Rojgar Kalyan Sansthan (GRKS). Gautam Kumar from Bihar was apprehended in New Delhi and brought to Odisha on transit remand.
The arrest is part of EOW case no. 5/23, registered under charges of cheating, forgery, and provisions of the IT Act. Gautam Kumar was presented before the Rohini Metropolitan Magistrate Court in New Delhi before being handed over to the Odisha Police.
The fraudulent outfit, posing as “Gramin Rojgar Kalyan Sansthan,” advertised fake vacancies for posts such as District and Block Coordinators, Computer Operators, and Block Surveyors through its website www.grks.org. Application fees of ₹170 for SC/ST candidates and ₹320 for general candidates were collected online.
The scam targeted unemployed youth across more than 10 states, including Odisha, by publishing advertisements in local languages that mimicked genuine government job notifications. From 2020 onwards, lakhs of aspirants applied and paid fees, only to be deliberately declared ineligible after fake examinations were conducted. No appointments were ever made.
Investigation revealed that approximately ₹3.48 crore had been deposited into the organisation’s accounts through this systematic fraud. Previously arrested accused include Dharmpal Singh (secretary of the Delhi-registered fake entity), Amit Singh, and Jayaram Tiwari, against whom chargesheets have already been filed.
Gautam Kumar was promoted as the “Skill Developer” of GRKS and was responsible for the supposed training of new recruits—training that never took place. Further probe showed he allegedly misappropriated around ₹69.20 lakh through his companies Yotta Edutech Private Limited, Guruba Edutech Private Limited, and Amogh Seva Foundation trust. A non-bailable warrant had been pending against him as he remained absconding.
The EOW stated that the investigation is ongoing.
