The transformation of modern policing is no longer a distant goal but an active reality driven by technological innovation and the evolving nature of crime. As cybercrime, digital fraud, and financial scams continue to rise globally, law enforcement agencies are increasingly adopting data-driven strategies.
In India, the implementation of the Bharatiya Nyaya Sanhita has played a crucial role in accelerating this transformation. The new legal framework encourages police forces to integrate technology into investigations, administration, and citizen services. Among Indian states, Odisha has emerged as a leader in this digital shift, demonstrating how technology can modernize traditional policing practices.
e-Sakshya: Strengthening Digital Evidence Management
A key pillar of Odisha’s modernization effort is the adoption of the e‑Sakshya Application, a digital platform designed to manage the chain of custody for electronic evidence.
The application allows investigating officers to systematically collect, store, and manage digital materials such as photographs, videos, and electronic documents. By maintaining strict documentation protocols, the platform ensures that evidence retains forensic integrity and remains admissible in court.
Odisha has widely implemented the platform across police units, supported by extensive officer training programs. As a result, more than 107,000 pieces of digital evidence have already been collected through the system, significantly improving the quality and transparency of investigations.
Streamlining the Criminal Justice Workflow
Technology is also transforming the administrative processes within the justice system. Digital innovations now allow police officers to record audio-video documentation during search and seizure operations, ensuring compliance with legal procedures and increasing transparency.
Additionally, the use of electronic signature systems has reduced bureaucratic delays that once slowed case processing. The move toward digital documentation has enabled a paperless workflow for many police procedures.
In Odisha alone, over 137,000 First Information Reports (FIRs) and 82,000 final reports have already been processed through digital systems, marking a major step toward efficient and transparent policing.
Cri-MAC Portal Enhances Intelligence Sharing
Another critical technological tool supporting modern policing is the Crime Multi‑Agency Centre Portal (Cri-MAC). The platform functions as a nationwide intelligence-sharing network, enabling law enforcement agencies to exchange crime alerts and coordinate responses in real time.
The portal has already recorded nearly 300,000 logins, highlighting its role as a central hub for crime intelligence. By facilitating faster communication between agencies, Cri-MAC strengthens the country’s ability to track organized crime and emerging threats.
Cyber Helpline 1930 and the Fight Against Online Fraud
For citizens, one of the most visible outcomes of this technological shift is the strengthened response to online financial fraud. The government’s dedicated reporting service, Cyber Helpline 1930, has become a critical tool in combating digital scams.
The helpline operates on the concept of the “golden hour,” where rapid reporting allows authorities to freeze suspicious transactions before stolen funds are transferred across digital networks.
In Odisha alone, the helpline has handled more than 12 lakh calls and successfully blocked over ₹100 crore linked to fraudulent transactions. By targeting networks of mule bank accounts and cyber fraud syndicates, authorities are improving the chances of financial recovery for victims.
Building a Future-Ready Policing System
The ongoing digital transformation of policing in Odisha highlights how technology can strengthen law enforcement while improving transparency and efficiency. By combining modern investigative tools with the legal framework of the Bharatiya Nyaya Sanhita, police forces are better equipped to tackle the challenges of cybercrime and digital fraud.
As these initiatives continue to evolve, they promise a future where policing is not only faster and more efficient but also better prepared to protect citizens in an increasingly interconnected digital world.
