Chief Justice of India Justice Surya Kant on Sunday expressed serious concern over delays in the justice delivery system, stating that prolonged litigation and rising legal costs have become a significant burden on the common people.
Addressing a symposium organised by the High Court Bar Association, Cuttack, on the theme “Ensuring Justice for the Common Man: Strategies for Reducing Litigation Costs and Delays”, the CJI said that two major factors continue to distance citizens from justice—the high cost of litigation and the excessive time taken to resolve cases.
Delayed Justice Impacts Dignity and Financial Stability
Justice Surya Kant observed that delays in judicial proceedings not only strain the financial resources of litigants but also adversely affect their dignity and confidence in the justice system.
“Justice delayed weakens faith in institutions and imposes emotional and economic hardship on ordinary citizens,” he said, emphasising the urgent need for systemic reforms.
Call for Effective Judicial Reforms
The Chief Justice stressed the importance of evolving practical and efficient strategies to reduce litigation expenses and expedite case disposal. He highlighted that ensuring affordable and timely justice is essential to strengthening democratic values and maintaining public trust in the judiciary.
Odisha’s Cultural Legacy Highlighted
During his address, Justice Surya Kant also described Odisha as the cradle of classical architecture, acknowledging the state’s rich cultural and historical heritage.

The symposium, held at Shaheed Bhawan in Cuttack, was attended by Chief Justice of Orissa High Court Justice Harish Tandon, who addressed the gathering as the chief speaker.
Advocate General Pitambar Acharya and State Bar Council Chairman Sitanshu Mohan Dwivedi were present as distinguished guests.
The event witnessed participation from senior advocates, legal scholars, and members of the Bar, focusing on solutions to make justice more accessible to the common man.
