AICC Expels Former Barabati–Cuttack MLA Mohammed Moquim from Odisha Congress Over Alleged Indiscipline

The Indian National Congress (INC) has expelled former Barabati–Cuttack MLA Mohammed Moquim from the party, citing alleged anti-party activities and indiscipline. The decision also entails the termination of his primary membership.


The disciplinary action was initiated following a proposal submitted by Odisha Pradesh Congress Committee (OPCC) President Bhakta Das, which was subsequently approved by the All India Congress Committee (AICC).

AICC Clears OPCC Proposal

According to party sources, the AICC reviewed Moquim’s recent conduct and internal communications before approving the expulsion. The Congress leadership stated that the decision was taken to uphold organisational discipline and unity within the party.

Senior leaders emphasised that concerns related to leadership and organisational functioning are expected to be addressed through established internal mechanisms rather than through actions perceived as confrontational or public.

Letter to Sonia Gandhi Cited as Key Trigger

Party sources indicated that the immediate trigger for the disciplinary action was a five-page letter written by Mohammed Moquim to senior Congress leader Sonia Gandhi. In the letter, Moquim reportedly raised questions regarding the leadership of OPCC President Bhakta Das and expressed broader concerns about the functioning of the state Congress unit.

The letter also reportedly included remarks questioning the age of Congress President Mallikarjun Kharge, which party leaders viewed as inappropriate and contrary to party discipline.

The Congress leadership interpreted the tone and content of the communication as a challenge to both state and national leadership, thereby exacerbating internal tensions.

OPCC Media Cell Alleges Intent to Disrupt Party

Defending the decision, OPCC media cell chief Arabinda Das stated that Moquim’s actions were not aimed at constructive reform.

“A close reading of the five-page letter makes it clear that it was intended to disrupt the party rather than streamline it. The communication insulted party leadership at both the state and national levels and contributed to organisational instability,” Das said.

He further added that Moquim’s conduct was inconsistent with the responsibilities expected of a senior party member.

Senior Leader Raises Questions on Timing of Leak

Senior Congress leader Sarat Rout expressed concern over how the contents of the letter became public before reaching the party’s central leadership.

“There was widespread discussion about the letter even before it formally reached the high command. This raises serious questions about the intent and timing of the communication,” Rout said, suggesting that the episode reflected premeditated actions.

Party Reiterates Commitment to Discipline

The Congress leadership reiterated that maintaining internal discipline and organisational cohesion remains a priority, particularly at a time when the party is focusing on strengthening its structure in Odisha.
