In a significant step towards strengthening data-driven governance and
advancing digital transformation, the State Cabinet has approved the Odisha State
Data Policy 2.0 today.
This policy aims to institutionalize a comprehensive and robust
data governance framework across the entire data lifecycle and use o f data generated by State Govt. departments and associated organizations. OSDP 2.0 aligns with the Digital Personal Data Protection (DPDP) Act,
Information Technology (IT) Act, Aadhaar Act, and Open Government Data principles,
aiming to establish a secure and high-quality data ecosystem with standardized
protocols, clear institutional roles, accountability across the data lifecycle, privacy-compliant data sharing, and responsible stakeholder collaboration.
To ensure effective implementation, the Cabinet has approved a multi-tier
governance framework with the State Data Steering and Governance Committees
providing strategic direction and oversight. A State Data Authority will guide
governance, protection, interoperability, and capacity building, while OCAC will act as the nodal agency for coordination, monitoring, and technical support, and Department-Level Committees will ensure compliance and execution.
The Odisha State Data Policy 2.0 is expected to significantly enhance
governance efficiency, improve the accuracy and reliability o f data used in public schemes and welfare programs, enable seamless data interoperability, and position Odisha as a national leader in transparent, trusted, and data-driven governance.
