The Odisha Cabinet today approved the establishment of a Disaster Recovery-cum-Data Centre (DR-cum-DC) at Kendujhar to safeguard the state’s critical digital infrastructure.
The facility will serve as a geographically independent backup for the Odisha State Data Centre (OSDC) in Bhubaneswar, ensuring continuity of government services during major disruptions.
The OSDC hosts essential applications, databases, and platforms that power Government-to-Government, Government-to-Business, and Government-to-Citizen services. The new DR-cum-DC will be set up at the South Campus of Dharanidhar University, Kendujhar, providing adequate physical separation from the primary data centre. It will feature independent power, cooling, connectivity, compute, storage, backup, network, and cyber-security systems.
The facility is designed to restore identified government services within approved Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO). It will include secure data replication, centralised monitoring, independent backup and cyber-recovery arrangements, and periodic disaster-recovery drills.
The project cost is ₹176.83 crore (inclusive of taxes), comprising ₹154 crore in capital expenditure and ₹22.83 crore in operational expenditure over five years. Of this, ₹162.83 crore has been allocated from the 5th State Finance Commission Grant-in-Aid, with the balance to be met by the Odisha Computer Application Centre (OCAC) from the Electronics & IT Department’s SDC maintenance budget.
Through an open tender, M/s Krystal Integrated Services Limited was selected as the L1 bidder. The implementation period is nine months, followed by five years of operation and maintenance support from Go-Live.
Officials said the project will strengthen business continuity, disaster recovery, and cyber resilience, enabling the state to maintain secure and reliable citizen-centric digital services even during disasters or major site-level failures.
