In a significant moment for Indian public administration, former IAS officer V.K. Pandian recently shared Odisha’s transformative governance journey with students and faculty at the prestigious Harvard Kennedy School. The interactive session, held on 6 October 2026, focused on the state’s innovative 5T model and its globally recognised disaster management framework under former Chief Minister Naveen Patnaik.
Titled “In Conversation with V.K. Pandian and Prof. Jeffrey Liebman,” the hour-long discussion was organised by the India Conference at Harvard and the Taubman Center for State and Local Government. Professor Jeffrey Liebman, a noted public policy expert and director of the Taubman Center, moderated the session.
Pandian, a 2000-batch Odisha-cadre officer who served as private secretary to Naveen Patnaik before taking voluntary retirement in 2023, highlighted how the 5T framework — Teamwork, Technology, Transparency, Transformation, and Time — helped reshape administrative efficiency and citizen-centric service delivery across the state. He explained that the model moved beyond traditional bureaucratic processes to prioritise timely results, technology-driven solutions, and collaborative efforts.
A key part of the conversation centred on Odisha’s evolution in disaster preparedness. Pandian described how the state shifted from vulnerability to resilience through early warning systems, mass evacuations, and coordinated emergency responses. He also linked this experience to Odisha’s relatively effective handling of the COVID-19 pandemic, attributing low fatalities to strong administrative coordination and preparedness built over the years.
The discussion further covered specific initiatives that later scaled up as models of public service. These included reforms in MGNREGS wage payments in Ganjam district, the “Window of Hope” programme for persons with disabilities in Mayurbhanj, the 5T High School Transformation Programme, and the internationally recognised Jaga Mission that provided land rights and improved living conditions for urban slum dwellers.
In an Instagram video shared after the event, Pandian described the interaction as “a great honour” and expressed gratitude to Harvard Kennedy School and Professor Liebman. He thanked Naveen Patnaik and the Team Odisha for their contributions to the state’s governance transformation, noting the opportunity to exchange ideas with bright students from around the world.
The Harvard engagement marks another instance of Odisha’s administrative experiments receiving international attention. Earlier in 2026, Pandian had also shared the state’s disaster management insights during a visit related to earthquake recovery efforts. The session underscores how lessons from a state once known for frequent natural calamities are now being studied as examples of adaptive, people-focused governance.
As public policy experts continue to look for practical models that deliver results on the ground, Odisha’s 5T approach and disaster resilience story offer concrete takeaways for administrators and policymakers worldwide.
