Bhubaneswar Hosts Key Workshop on CEA Regulations

Experts and officials deliberate on compliance, safety, and innovation in power sector standards.

A Regional Workshop on CEA Regulations and Technical Standards, jointly organised by the Central Electricity Authority (CEA), Ministry of Power, and POWERGRID, was held today, 10th July, 2026, at Bhubaneswar.​


The event, hosted by POWERGRID, witnessed participation from senior officials, experts, and delegates from state power utilities as well as private sector utilities across the Eastern Region, including ERPC, ERLDC, POWERGRID, NTPC, OPTCL, OPGC, TPCODL, TPSODL, TPNODL, other power Utilities from Bihar, Jharkhand, West Bengal, IPPs of Easter region and other stakeholders, to enhance understanding and compliance with key CEA regulations.​

Praveen Gupta, Member (Thermal), Member (E&C), CEA & Ex-officio Additional Secretary to GoI, graced the occasion as the Chief Guest. Distinguished dignitaries K B Jagtap, Member Secretary, ERPC, B B Mehta, Director, SLDC Orissa, T Venkateswarlu, Chief Engineer (TETD), CEA, L.K.S. Rathore, Chief Engineer (Regulatory Affairs), CEA, Adish Kumar Gupta, Executive Director, POWERGRID, Sruti Mishra, CGM POWERGRID, witnessed the Conference.

Sessions covered critical topics such as Importance of CEA regulations for the Power sector, Cybersecurity in power sector- guidelines/draft, Technical Standards for Construction of Electrical Plants(Thermal) and Flexible Operation of Coal based Thermal Power Generating Units Regulations, Technical Standards for Construction of Electrical Plants(Hydro, RE) and Electric Lines, Sub-stations, Measures relating to Safety and Electric Supply Regulations 2023, Installation & Operation of Meters Regulations, 2006, Technical Standards for Connectivity to the Grid 2007, Grid Standards 2010, and Connectivity of Distributed Generation Resources, 2013, Technical Standards for Communication System in Power System Operations, Best regulatory practices in Transmission sector.

Highlighting the need for robust regulatory compliance, L.K.S. Rathore emphasised proactive implementation of CEA standards to ensure grid safety, reliability, and integration of renewables.

The event concluded with Q&A, feedback, and a vote of thanks by Sharad Chandra Bhupesh, reinforcing commitments to technical standards and operational excellence in the power sector.
