Union Cabinet Approves EPFO Wage Ceiling Hike to Rs 25,000

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Ministry of Labour & Employment’s proposal to increase the mandatory wage ceiling under the Employees’ Provident Fund Organisation (EPFO) from Rs. 15,000 to Rs. 25,000 per month.


The landmark decision is projected to bring over 51 lakh additional employees within the ambit of mandatory social security protection. Fresh employees joining employment with wages between Rs. 15,000 and Rs. 25,000 will now automatically fall under the statutory provident fund, pension, and insurance frameworks, closing a critical gap in coverage.

Bridging the Gap and Reflecting Wage Growth:

The EPFO wage ceiling remained unchanged for a decade between 2004 and 2014, before being raised to Rs. 15,000 in September 2014. The latest revision reflects sustained wage growth, rising incomes, and the ongoing expansion of formal employment across India over the intervening years.

With this approval, eligible employees gain expanded access to:

  • Provident Fund Savings: Secure, long-term wealth accumulation backed by statutory contributions.

  • Employees’ Pension Scheme (EPS): Reliable pension protection upon retirement.

  • Employees’ Deposit Linked Insurance Scheme (EDLI): Comprehensive insurance coverage linked to EPF membership.

Financial Outlay and Implementation:

Recommended by the Expenditure Finance Committee following detailed inter-ministerial consultations, the decision involves an estimated annual government outgo of about Rs. 11,339 crore, compared to the previous budgetary support of Rs. 10,250 crore. The total projected expenditure over the next five years stands at approximately Rs. 56,696 crore.

The Ministry of Labour & Employment and the EPFO will soon initiate the necessary statutory and administrative procedures to roll out the implementation. By ensuring that social protection scales alongside economic growth, the government’s latest measure marks a vital milestone in building an inclusive, future-ready architecture aligned with the vision of Viksit Bharat@2047.
