The Labour and Employees’ State Insurance Department, Government of Odisha, formally released a comprehensive guide titled “Surakshya Setu: Industrial Safety & Risk Management Manual” in Bhubaneswar on Tuesday.
The manual was officially unveiled by Ganesh Ram Singkhuntia, Minister for Forest, Environment & Climate Change, Labour & Employees’ State Insurance. Speaking at the launch, the Minister highlighted that widespread safety awareness is vital for enabling industrial establishments and workers to identify and eliminate unsafe practices.
“The active participation of all stakeholders is essential to achieving our goal of zero industrial accidents in the State,” Minister Singkhuntia stated, expressing confidence that factory management and workers alike will implement the manual’s guidelines effectively to ensure safer working conditions.
Designed as a practical, user-friendly reference guide, Surakshya Setu caters to workers, supervisors, safety officers, and factory managers. The manual consolidates core principles regarding:

Accident Prevention & Emergency Preparedness: Outlining clear action plans for unexpected industrial emergencies.
By bringing these critical protocols into a single, accessible format, the department aims to foster a strong safety culture across Odisha’s expanding industrial landscape.
The launch event was attended by high-ranking officials, including Sri Dodda Venkat Swamy, Principal Secretary of the Labour & ESI Department; Sri Indramani Tripathy, Labour Commissioner and Director of Factories & Boilers; and Dr Malaya Kumar Pradhan, Deputy Director (Safety).
The release of Surakshya Setu underscores the Odisha government’s ongoing commitment to safeguarding worker health and building hazard-free industrial environments statewide.
