Odisha H&UD Minister Visits CIDCO Housing Projects in Navi Mumbai

Minister for Housing & Urban Development and Public Enterprises, Government of Odisha, Dr. Krushna Chandra Mahapatra, visited CIDCO’s affordable housing projects under the Pradhan Mantri Awas Yojana – Urban (PMAY‑U) at Kharkopar and Bamandongri in Navi Mumbai to study modern construction technologies and innovative models for large‑scale affordable housing.


The visit focused on CIDCO’s experience in developing housing for Economically Weaker Sections (EWS) and Low‑Income Groups (LIG), highlighting fast‑track construction, quality assurance, integrated township planning, sustainability, and connectivity.

CIDCO officials briefed the Minister on planning, design, financing, and execution, showcasing precast concrete technology, factory‑made structural components, mechanised construction, and aluminium formwork systems that enable faster, safer, and resource‑efficient housing delivery.

Dr. Mahapatra also reviewed sustainability features such as stormwater drainage, rainwater harvesting, energy‑efficient lighting, landscaped open spaces, and scientific solid‑waste management. The integrated townships provide essential community infrastructure for safe and liveable neighbourhoods.

A key highlight was CIDCO’s Transit‑Oriented Development (TOD) approach, integrating affordable housing with metro corridors, suburban railways, bus networks, and major roads to enhance accessibility and reduce travel time.

Appreciating CIDCO’s systematic approach, Dr. Mahapatra said the experience offers valuable lessons for Odisha’s expanding affordable housing initiatives under PMAY‑U. He emphasised that modern construction technologies and integrated planning can accelerate housing delivery while ensuring quality and affordability.

The Minister added that Odisha’s H&UD Department will examine the feasibility of adopting precast and modular systems and explore technical collaboration with CIDCO for future housing projects.

The visit was attended by CIDCO engineers and project officials, representatives from Tata Consulting Engineers (PMC) and Larsen & Toubro, along with other technical experts. The learnings will inform Odisha’s upcoming technology‑driven, sustainable, and citizen‑centric housing programmes.
