Odisha Govt Issues Revised Private School Rules: Opening Permission and CoR Mandatory

The Odisha School and Mass Education Department issued a fresh notification on January 2, 2026, revising the rules for granting permission to open private elementary schools across the state.


The directive states that no private primary or upper primary school can function without obtaining both Opening Permission and a Certificate of Recognition (CoR) under the RCFCE Act, 2009.

Authorities emphasised that applicants must register under the Societies Registration Act, 1860, or the Indian Trusts Act. Schools must uphold constitutional values, provide adequate land, and ensure safe infrastructure including classrooms, toilets, drinking water, playgrounds, and ramps.

The notification mandates that institutions engage qualified teachers and non-teaching staff as per prescribed norms. Schools must comply with standards under Sections 19 and 25 of the RCFCE Act, 2009.

The government clarified that submission of an Essentiality Certificate will not be mandatory for opening elementary schools. Instead, school authorities must apply for a CoR under Section 18 of the RCFCE Act, 2009.

Applications will be recommended to the Director of Elementary Education for approval. Upon approval, the District Education Officer (DEO) will issue opening permission before the academic session begins.

The notification also directs DEOs and Block Education Officers (BEOs) to conduct verification and periodic inspections. Non-compliance will invite strict action under relevant laws.

This order supersedes earlier instructions and empowers the department to issue further guidelines for effective implementation.
