In a significant administrative development, the Government of India has appointed 14 officers of the Odisha Administrative Service (OAS) to the Indian Administrative Service (IAS).
The Department of Personnel and Training issued the formal notification on 3 September 2026, following approval by the President of India.
The promotions have been made against vacancies in the Odisha cadre under the Select List of 2025. The officers will join the IAS on probation until further orders. The move brings experienced state civil servants into the all-India service, strengthening the administrative pool available for key postings across Odisha.
The notification, issued under the relevant IAS recruitment and appointment rules of 1954 and 1955, lists the following officers:
- Surya Narayan Dash
- Sumita Sarkar
- Balamakunda Bhuyan
- Soudamini Sethi
- Madhumita Nayak
- Jyotirmayee Pradhan
- Madhumita Nayak
- Babita Mohanty
- Anuj Kumar Das Pattanaik
- Jyotranjan Mishra
- Surendra Kumar Panda
- Subhra Mohanty
- Sanghamitra Satpathy
- Himansu Sekhar Behera
These officers, most of whom were born between 1968 and 1972, have spent years in the state civil service before this elevation. Their induction is expected to add institutional knowledge and field experience to the IAS cadre in Odisha.
The notification has been sent for publication in the Gazette of India. The officers will now be allocated to the Odisha cadre and are likely to receive new postings in due course.
