In a notable affirmation of continuity in India’s parliamentary functioning, Biju Janata Dal (BJD) MP Sasmit Patra has been re-nominated to the Panel of Vice-Chairpersons in the Rajya Sabha.
Patra, who represents Odisha in the Upper House, took to X (formerly Twitter) moments after the announcement to express his gratitude. “My sincere gratitude to the Vice President and Hon’ble Chairman, Rajya Sabha for my re-nomination to the Panel of Vice-Chairpersons in Rajya Sabha. I look forward to continuing my duties with unwavering commitment,” he posted.
The Rajya Sabha reconstituted its panel of vice-chairpersons on Thursday, nominating six senior members from across parties with effect from April 15. The new panel includes three members from the BJP — Dinesh Sharma, S Phangnon Konyak, and Ghanshyam Tiwari; one from the Congress — Phulo Devi Netam; one from the AIADMK — M. Thambidurai; and Sasmit Patra from the BJD.
The Panel of Vice-Chairpersons serves as the backbone of the Rajya Sabha’s smooth operations. Whenever both the Chairman (Vice President of India) and the Deputy Chairman are absent, members of this panel step in on a rotational basis to preside over the House. While in the Chair, they wield the full powers of the Chairperson — maintaining order, regulating debate, deciding on points of order, and ensuring the dignity and productivity of proceedings.
Unlike the constitutional post of Deputy Chairman, membership of this panel is not a permanent office. It is a functional arrangement designed to provide experienced parliamentarians an opportunity to guide the House during critical moments, reflecting the spirit of cooperative federalism and cross-party collaboration in Parliament.
Patra’s re-nomination is being seen as a strong recognition of his parliamentary experience and the BJD’s continued relevance in national legislative affairs. His steady presence on the panel is expected to strengthen Odisha’s voice in the conduct of Rajya Sabha debates in the coming sessions.
